而且又話有十幾人想打佢......水草店數來數去都無十幾人啦........係咪?

I don't think they are really want to 偷貓 because it is just a household cat with a broken tail.
However, both have their responsibility:
水草店: The cat should rear some ribbon or ling ling. so that every people know it has owner.
if the cat is lost and then being captured by SPCA, it must DIE!
偷貓人: If they really love this cat, they should discuss with the 水草店 first.
I hope both 水草店 and 偷貓人 will learn a lot!
