I remember a guy in S'pore did make one a few years ago (English), on an annual subscription basis. The monthly magazine has some connection with Amano's ADA (if i didn't remember wrongly). But it failed a short while later.
The magazine was aiming at international market and did get some subscribers from US, Canada and Europe.

I know this bec some of the subscribers discussed about a refund of their subscriptions on an US BBS site.

In summary, it is not easy. Not impossible, but not easy.

The guy you mentioned is James Lim from Vectrapoint publisher.Aquajournal (English edition). Although the english edition of AquaJournal ceased publication after six issues
( Vol33 -38 ), the copies still available in FS of Singapore.
