I have sent a message to one of the commerical bacteria producer, their reply is as folllow.
This brand's bacteria can reproduce themselve but requires the following condition
Temp : 20 - 30C
PH : 6.5 - 8.5
Water Condition : no chlorine, no anti-biotics
So what we can conclude is that, some commerical bacteria can reproduce themselve if the condition is right.

If the bacteria in the Fritz-Zyme is given the following: Oxygen Fish waste as a food source a surface area to live one normal tropical fishtank conditions (pH between 6.5-8.4, temp. 65-85 F, no chlorine, no antibiotics)
then, yes, the bacteria will reproduce and provided a living population of nitrifying bacteria to break down fish waste products for your tank!
