Recently I found the Co2 bubbles discharged from the diffuser are staying at the water surface. Firstly I guess that the power of the surface skimmer was not enough but after looking upward the water surface, there was no oil

In fact, I had this case before occasionally. Does it due to high water temperature which co2 become difficult to dissolve into the water?

How long have you not change water? Usually this cause by too much organic matter in water.

BTW, the surface skimmer in used in planted tank is different from those in used in marine tank. Its not really a surface skimmer, it merely break the film on surface, but we still have to do water change to remove it.
