May I know what is this? and How to cut?

u cant cut it at that moment

this plant will have some seeds at their leaf (like Java) after the seeds grow (roots grow) then u can cut the leaf and plant it

But it grows very fast, and already reach the water level of my tank.

Do you know what is the name for this plant?
And when will the seed come?

好似叫"水羅蘭"，生得都幾快吓。

我也有種過這水羅蘭，相當粗生，點剪都OK。

it call 水芹菜.... guess it is not 水羅蘭

I believe it is called 水芹. I found it in my Aquarium book.
