I've been searching for Arcadia T5HO overtank luminaire along the shops in "fish street" but couldn't find any.

Is the product available in HK? And if it is available, why the shops are not selling it?

Arcadia is quite expensive, the shops in FS are unwilling to keep expensive stocks. But you can order from them... i.e.卡奇, 水族世界, 水草店

If ignoring the price, it is a good product? I mean is it in good quality, safe to use (e.g. the shell is not very hot), long lasting?

Quality wise, I don't think you will have anything to complain, it is among the best quality and finishing in the market..... however, all t5ho are hot, just get a fan to cool it down!
