can i place the P20 filter horizonally next to the tank?
is there any problem about that?

yes you can. But the water flow will be decrease. To maximum the filter performance, I suggest put the filter under the tank.

The filter will not fill with water completely for you have to use the motor to suck water into the filter and pump back into the tank. This will result a deficiency of the filter. Noise may also be found due to air trapped in the filter. Sometimes you may also find air bubbles ejected from the water outlet. A remedy to this is to add an internal pump to pump water into the P20.
