Of course you can, just make sure the length of the tube is fit for the base. Acctually I am using a BMC 23" base with Phillips 14W (22.5") T5 tubes......

Ernest Lam, where did u buy ur Phillips 14W (22.5") T5 tubes and how much were them?

I buy my Phillips T5 tube at :

達成電業 at 灣仔謝婓道 392 - 402 (Tel : 25757808)

They sells all kinds of Phillips lighting, T5NO, T5HO, and they also sells the electric ballast for the T5.

I remember the price of 14W T5NO tube is $55@

Try to use english to talk with the man in the counter, you may get a better price !!
