Can you provide a photo of your aquarium? We need to look at the layout and the plants in the aquarium in order to determine if the lighting intensity is enough, sometimes figures can't tell all the truth. 2x24w T5HO probably is enough if you don't have tall plants/wood/stone to create "shadow" and reduce the amount of lighting hitting your "foreground".
You break your lighting period into 3 periods, is there any reason to do that? Normally we split the lighting into 2 period in order to increase the total light coverage and yet keep the algae in control, but breaking into 3 period might be a bit too 'segmented", especially when the tank is not mature and the plant are not fully adapted and grow healthly already.
