[問題] Water unclear

I started the cannister (Filtering bucket) about 1 1/2 weeks ago. But the water is not yet cleared so far. Looks like there is a white film. I have added beneficial bacteria but not effective so far. Can you advise what happened and how to correct the system?

My tank is 36"x18"x18"

By the way, I am using Fluval cannister which has pre-set filtering material provided. I cut the plants last nite and it makes the water muddy and today it becomes unclear. The plants grow so fast and I have to cut them from time to time, very bothering! Haha
