What kind of fish do you have? Generally speaking, plants require lower pH, i.e. 6.0-6.5. But some kind of fishes require higher pH, e.g. guppies. You can't keep them in the same tank. Some fishes like tetras, they can survivie in lower pH as plants. That is why you can see why most of planted tanks have tetras. Checking of pH is not rocket science. You can use test tubes, or even pH paper. Both are fine. I suspect that the one you mentioned is for checking CO2 level. They should of green or blue, not red. You'd better post a photo here to confirm.
