Some points to note about your tank:
1. 30c is too high for aquatic plants, they'll simply wither;
2. 陽草 requires a large amount of CO2 to carry out photosynthesis;
3. Your tank is of 35l of water. Your lighting, in terms of wattage, is far below the required standard. What is the colour temperature of your tubes? 6500K is always preferred;
4. We use canisters instead of 頂濾 for aquatic plants in the tank. 頂濾 will greatly impact the CO2 level in your tank, not to mention that you don't have enough CO2 at the very beginning;
5. How thick is your soil layer? 2 inch is the bare minimum.
6. Also, you should have at least 8 hours of lighting each day in order to let the plants grow.
You need to purchase decent equipment for your aquatic plants. In view of your current setup, no wonder why your plants can't grow. You have to search some more articles in this forum for more information.
