燈照: 8小時 That's too much for a new setup. You'd better start with 4 hours and increase one hour every week until 8 hours a day. Otherwise, algae will burst.

溫度: 24度 Why is the temperature that high? It sounds strange to me, especially we have only 12-15c room temperature these days.

為什麼水草沒有出泡現象?? There are thousands of reasons why there are no bubbles. For example, the plants are under adaptation to your tank condition, having too strong water flow, bad growing conditions, etc. You may wait for another 2-3 weeks and see how the plants grow.
是否光源問題??是否要換老仔?? HQI is too much for your tank. You don't need an HQI at all.
