For your case, I have never heard about 23W tubes. Perhaps, 24W is your choice. Let other c hings supplement.
I can't read the pictures of your CO2 set. Anyway, never buy those disposable CO2 sets. They are not worth at all. Considering future expansion, you'd better buy 1L CO2 set. It costs around $800. For the no. of fish, I would say 15 is the max. Sometimes it is quite difficult for a layman to check the water condition. Also, the plants and creatures inside the tank may have different level of water condition. As long as there is no casualty, not algae burst and plants are growing well, that should already be fine. Changing water regularly, say at least once every week, is good enough for upkeeping the water condition. In your case, as there are a lot of fishes, you may consider to change water twice a week.
